I haven't seen a lot of this style of photo manipulation before, but I must say, I REALLY like the effect you have created in this city scape.
The strong colour in the boats in the foreground and the detail of the light on the waves catches the eye and holds my attention. The continued use of the strong colour in the bridge and the buildings on the water's edge is softened enough to assist in the creation of distance from the small boats, and continues the depth of the image.
The tall buildings in the background have a more muted colour which helps to create distance again, but the detail and colour are a bit too clear / detailed to accentuate the distance between these buildings and the buildings in the middle ground of the image. The colour is too strong in places in contrast with the muted greyish colour used on the buildings in the very back - creating a greater jump in the depth of field.
The sky is wildly dark and stormy which is quite wonderful in itself but the foreground has the strong light of full sun. For me this creates an inconsistency in the image - is it a stormy day or a sunny day? Perhaps your desire is to create this dilemma in the image for the viewer.
The over all effect of the picture is rather surreal and very compelling. As I said at the start of this critique, I do like the final product very much. Well done.
